Raw Material Supply: Concentration of Tobacco Growing Regions

 

High-quality tobacco serves as the foundation for extracting high-quality nicotine. The global supply of raw materials shows a clear concentration in specific regions.

 

Core raw material types: Virginia flue-cured tobacco, with a moderate nicotine content ranging from 1.5% to 3.5% and low impurity levels, is the primary choice for nicotine extraction. Additionally, burley tobacco and oriental tobacco possess specific compositional advantages, making them suitable for producing differentiated products.

 

Major raw material producing regions: India is the world's third-largest producer of flue-cured tobacco. The cultivation area and output of Virginia flue-cured tobacco in India have been growing steadily. The Indian government provides subsidies and technical support to tobacco growers. In the 2023-2024 fiscal year, India's tobacco export value reached USD 1.2 billion, a 19.46% increase compared to the previous year, establishing India as a key supply base for raw materials used in global nicotine extraction. Furthermore, Brazil, the United States, and China are also significant exporters of tobacco raw materials. However, tobacco cultivation in China is subject to planned economy policies, which affects the stability of its raw material supply.

 

Capacity Distribution: Migration from China to South Asia and Southeast Asia

 

The global distribution pattern of nicotine extraction capacity has undergone significant changes in recent years, driven primarily by the combined effects of policy and cost.

 

Traditional capacity center (China): China once held a leading position in global nicotine extraction capacity, relying on its well-developed manufacturing system and advantages in raw material supply. However, after nicotine extraction was classified as chemical production, environmental regulations became increasingly stringent. Enterprises were required to invest heavily in waste gas and wastewater treatment facilities. Moreover, the approval process for chemical projects is complex and time-consuming. These factors forced some small and medium-sized enterprises to cease production and also restricted the expansion of new production capacity.

 

Emerging capacity center (India): India has become the primary destination for transferred capacity, thanks to three major advantages. First is the raw material advantage: it has a sufficient supply of high-quality flue-cured tobacco at a relatively low cost. Second is the policy advantage: environmental regulations are relatively lenient, and the industry entry threshold is low. Third is export convenience: the annual export value of tobacco products has reached a record high of USD 1.5 billion. According to forecasts, by 2026, India's nicotine extraction production capacity will account for over 30% of the global total, making it the world's key extraction base.

 

Supporting capacity agglomeration (Southeast Asia): Countries in Southeast Asia, such as Malaysia and Indonesia, are not core extraction regions. However, their lenient policies towards new tobacco products and favorable geographical locations have attracted a concentration of e-cigarette assembly enterprises. This agglomeration has indirectly driven the demand for low and medium-grade nicotine extract in the region.
